This is a Huáqiáo Dēngjì Zhèng (華僑登記證) — an Overseas Chinese Registration Certificate.
After 1912, the Republic of China’s consulates (like the one in Melbourne or Sydney) issued these to Chinese nationals or ethnic Chinese living abroad for identification and protection, especially in British colonies such as Australia, where the White Australia Policy restricted non-European movement.
