Left margin:
雪梨香邑隆都同善堂名份簿 (Sydney Heungshan Lungdu Tung Shan Tong Register of Membership)
— literally: “Register of the Lungdu Tung Shan Tong (Benevolent Hall) of Heungshan, Hong Kong, Sydney Branch.”
This means the document originated with the Sydney branch of a Hong Kong-based society representing migrants from Lungdu district (隆都, now part of Zhongshan) in the old Heungshan / 香山 county.

Translation (Right Page)

"The responsible committee members shall report and record the rules and regulations, and clearly indicate them within each department.
Any matters not fully entered shall be compiled and registered in the General Office of the Hall, according to the established system of rewards and punishments, administered with fairness and impartiality.
All members are expected to conduct themselves with respect and integrity — this is our sincere expectation."

Dated the 5th day of the 12th month of the 31st year of Guangxu (equivalent to February 2, 1906).
Signed: Deputy Manager of the Public Committee (副理大公認).

The large red seal reads:
隆都同善堂印 — “Seal of the Lungdu Tung Shan Tong.”
